Canada offers international investors, and their family members, Canadian permanent resident status, in return for the investment they make in Canada.

There are currently two investor programs for immigration to Canada; Federal Investor Program and Quebec Investor Program.

Parallel to investor program, both Canada and Quebec offer a program for Entrepreneurs, those who wish to establish a business and create jobs in Canada, and for Self-employed persons, who wish to be their own boss.

Education is free for all up to the end of the secondary school, when students graduate from high school; they will then have the option of going to colleges, if they intend to enter the job market faster, or continuing on to the university for more academic courses.

On June 19 2014, Bill C-31 became law and applications which were still in the backlog of the federal Immigrant Investor Program and Entrepreneur Program were terminated.

Immigrant Investor Venture Capital Pilot Program

Applicants must have a personal net worth of CDN $10 million or more. The net worth must have been acquired through legal, private sector business or investment activities. Applicants must be willing and able to make at-risk investment (non-guaranteed) of CDN $2 million in the Immigrant Investor Venture Capital (IIVC) Fund.

Applicants must:

prove language proficiency in English or French in all four language abilities (speaking, reading, listening and writing) CLB 5

They must also have:

a completed Canadian post-secondary degree, diploma or certificate of at least one year.

or

a foreign equivalent, as validated by an original Educational Credential Assessment (ECA) report.
